Motivation
Adds proposal building to the node split poc.
Description
Adds support for proposal building to the node split.
The proposal is partially built on the node, then handed over to the smesher to generate the missing fields and sign+publish it.
The setup can be brought up with the provided
./start.shfile that makes it easier to start the setup.Test Plan
